NEW EUROPEAN INITIATIVES

1. LEONARDO

In December 1994, the Cabinet of the European Union approved the formation of the "LEONARDO da VINCI" programme. This new programme comes as a substitute for COMETT, Force, Petra, Lingua and Eurotecnet.

"Leonardo" was introduced, in vigour, on the 1st of January 1995 and will run until the 31st of December 1999, it has a financial endowment of 620 Million ECUs and the programme opened in association with the countries of Europe (PECO), also including Cyprus and Malta.

The actions that followed were varied and collected the resolution of the transnational pilot project, exchange programme with enterprises, to develop the formative materials and relative studies in the professional formation continuing in Europe.

2. ADAPT

The European Social Fund created ADAPT as a community initiative, designed to help active professionals to adapt themselves to the changes in their work. The actions covered by this initiative are: Advice and Orientation Training, Promotion of the Creation of Networks, University/Enterprise Cooperation, etc.

RUBY PROJECT (Recycling and Update in Biopathology)

TATIANA has collaborated the RUBY project (Recycling and Update in Biopathology) of which the actions were presented to the LEONARDO programme and formed the European Initiative ADAPT. Of the four actions of LEONARDO, the European Commission approved the subvention of two of them, with a total amount of 180.550 ECUs, with the arrangement of the following distribution:

RUBYUNE-1: Pilot Project 1996-1997..............21 Million Pesetas
RUBYUNE-2: Exchanges 1996.........................7 Million Pesetas

RUBYUNE-1

This project oversees the following areas:

a) Identification of training needs in Biopathology. For this activity we rely on the collaboration of the Scientific Societies, Institutions and Enterprises of this sector in the distribution, collection and analysis of the questionnaires.

b) Preparation of a permanent Educational Multimedia Material:
b.1) Preparation of Diagnostic Updating of Modules elaborated alongside the development of courses which are financed by ADAPT or provided by institutions or workshops prepared to collaborate in this project.

b.2) Elaboration of Multimedia Material from previous material and developed by some of the partners of the project with recognised experience.

c) Short Courses. To provide the subvention of short transnational intensive courses (3 or 5 days) for training in the field of Biopathology. These courses can be organised and carried out by TATIANA or a collaborating partner, with TATIANA operating as coordinator.

d) Expansion of the Sectoral Network.
i.- Presentation and diffusion of the Association in congresses and meetings.
ii.- Optimisation of the information systems:
- Effective utilisation of the Data Base.
- Electronic diffusion of the information through INTERNET.
iii.- To expand the informative content with other publications.

The requested actions that ADAPT can specify on:

1. Step 1.1. "Development of systems and training courses": Continuous training courses for technicians and postgraduates.

2. Step 3.2. "Co-operation between Research Centres, Training Centres, Enterprises and Public Authorities": Transnational meetings and seminars.

3. Step 4.2. "Creation and Development of Information Bases of a transnational character in the field of training": Inter-regional and transnational transfer of experiences.

RUBYUNE-2

This programme of transnational mobilities includes the organisation and subvention of placements (students or recent graduates) and exchanges (representatives) with the aim of acquiring additional professional qualifications and bringing the University closer to the world of work and viceversa.

3. ALFA (América Latina Formación Académica)

The ALFA programme was approved by the European Commission in March 1994. Its objective is to "promote scientific and technological improvements, and in a more general sense, encourage improvements within an economic, social and cultural context through training actions and the transference of knowledge, preferably through training and investigative cooperation at a regional level."

Under the acronym of NEWTON (New Technologies in Oncology), a group of European and Latin-American experts, supported by the infrastructure of TATIANA UETP, have collaborated together to present an ambitious project before the ALFA programme, based on the adequate training of the professionals, especially in relation to the adaptation of new technologies.

Recognising the importance of the cooperation between institutions of higher education and the enterprises in the modern world, the NEWTON Network has promoted the incorporation of business projects of the sector (manufacturers of diagnostic products and equipment for Oncology Pathology, hospitals and scientific associations).

This project deals with:

a.- The definition of the mark of collaboration that permits the achievement of practical in enterprises for postgraduates and university staff that complement the academic formation.

b.- Enabling the procedures that permit the staff of the enterprise to share tasks of instruction of training periods in the institutions of higher education.

c.- The organisation of specialised courses designed for university scope and of the enterprise for the modernisation of new technologies in Oncology.
